No, and neither is anything else. OSHA does not approve, certify, endorse, or maintain a list of hearing protection products. There is no such thing as an OSHA approved earbud, and any product advertising itself that way is describing something that does not exist.
What OSHA does is set an exposure limit and require that your protection be adequate for the noise you are actually in. That is a different question with a real answer, and it is the question worth asking.
What the standard actually says
Two regulations govern this. For general industry it is 29 CFR 1910.95. For construction it is 29 CFR 1926.52, with hearing protection requirements in 1926.101.
The numbers that matter:
Permissible exposure limit: 90 dBA, averaged over eight hours. Above this, hearing protection is required. This is the compliance line.
Action level: 85 dBA, averaged over eight hours. At this point your employer must implement a hearing conservation program, even though protection is not yet mandatory in the same way.
Exchange rate: 5 dB. For every 5 dB above 90, the permitted time halves. Eight hours at 90 dBA, four hours at 95, two hours at 100, one hour at 105.
NIOSH, which recommends rather than enforces, sets its limit at 85 dBA over eight hours and uses a 3 dB exchange rate. That is meaningfully stricter, and many employers write their programs to the NIOSH figure rather than the OSHA minimum.
For reference, a walk behind mower runs about 90 dB and an impact wrench 100 to 110 dB. Most trades cross the action level well before lunch.
What a hearing conservation program requires
If your workplace is at or above 85 dBA on an eight hour average, the employer owes five things:
- Noise monitoring. Measuring actual exposure, and repeating it when equipment or processes change.
- Audiometric testing. A baseline hearing test, then annual tests, at no cost to the employee.
- Hearing protectors. Provided at no cost, with a choice of at least one type of plug and one type of muff.
- Training. Annually, covering the effects of noise, how to select and fit protection, and the purpose of testing.
- Recordkeeping. Exposure measurements kept two years, audiometric records kept for the duration of employment.
This is why the “approved” question matters less than people think. A safety manager is not looking for a logo. They are looking for a device with a tested rating they can document against a measured exposure.
Why consumer earbuds fail
Three reasons, and OSHA has addressed the first two directly.
No NRR means nothing to document
NRR is a Noise Reduction Rating, set by the EPA and produced by laboratory testing under ANSI S3.19-1974. Every product sold as hearing protection in the United States carries one.
Consumer earbuds do not. A marketing claim of “up to 40 dB of noise reduction” is not an NRR, has not been produced under the standard, and cannot be entered into a compliance record. There is no number to write down.
OSHA has said so in writing
In a standard interpretation letter dated March 6, 2023, OSHA took up the question of whether noise cancelling headphones could substitute for earplugs. The answer was no. Most consumer active noise cancelling headphones, the letter says, “are not effective for controlling occupational noise exposure because they do not offer protection from sudden, explosive sounds,” and “it is not recommended to use consumer noise-canceling headphones in place of laboratory-tested devices if they are not designed for hearing protection.”
The same letter draws a distinction worth carrying: passive attenuation, meaning a physical seal with no electronics involved, is described as “frequently used as an effective component of employers’ hearing conservation programs.” Physical blocking counts. Electronic cancellation does not.
Awareness is a separate safety rule
Even a rated device can be the wrong device. Hearing a backing alarm, a spotter, a horn or a machine changing pitch is its own safety requirement, and many sites restrict audio for exactly that reason rather than because of the noise math. A device that seals you off completely solves one hazard by creating another, which is why site policies on earbuds are often stricter than the noise standard alone would suggest.
What makes an earbud usable on site
Four things, in order.
A tested NRR, printed and traceable. With the ANSI standard named. If a product page will not state the rating, treat that as the answer.
Enough attenuation for the measured exposure. Use OSHA’s own method: subtract 7 from the NRR, then subtract the result from the noise level in dBA. A 26 NRR plug in a 100 dBA environment gives 100 minus 19, which is 81 dBA. Under the limit.
